Closing after the requested Compass review. This requires every project to adopt a generated verification skill and fixed feature-map structure without demonstrating a gap that warrants that framework; write-a-skill and test-for-risk already own authoring and choosing the necessary proof. |

Generates a project-local verify skill with launch, doctor, drive, evidence, cleanup, a user-facing feature map, and an executed proof before handoff.
